I am so dissapointed, mostly in myself.
Today, I looked out into my yard and saw this sweet little border collie cross, so I went to the door and called out to her. First you have to understand that, aside from Stella, I have only seen 3 other dogs in town, so seeing a new dog was exciting. She was tiny, maybe 35lbs tops.
She came over, very VERY submissive and quite nervous. I stayed still and she sniffed me, all the while wagging her tail. If she could have showed me her belly while she was standing, she would have. VERY submissive.
She trotted away, and I went into the house to grab a couple of dog cookies, and then went out the front door looking for her.
I saw her running back down the road towards the back of my house, and then saw a mid-teen boy on a bike giving her heck.
I stood and watched for a minute or 2, as she was approaching him, the same way she approached me. Very skittish, but with tail wagging.
Then, my heart broke as I watched him kick her in the stomach.
I am so upset to have watched this, but more upset that I didn't say anything. Mostly I think I was stupified. I just stood there, glaring at him as he road by on his bike.
I can't believe I didn't go over and have a heart to heart with him!
Once I recovered from it, I decided that I will keep an eye out for him, and when I see him again, I'll g out and confront him, and let him know if he doesn't want his dog, he can drop her off at my house.
I'll also questions him as to why he can't handle a 35lb dog without kicking her, and let him know that his behaviour is immoral, inexcusable, and illegal.
Any advice?

I just feel sick at not having reacted right away. I have never actually witnessed someone abuse an animal before, and I was just stunned, as it was the middle of the day, in the middle of town.
Poor sweet girl. She was so cute

Well, I talked to my husband, and I'm going to go over in a bit and try and talk them out of their dog, nicely.
If that fails, I'm going to threaten them with a call to the Sask SPCA, explaining that if they are charged they will 1) lose their dog, 2) face a fine up to $10,000 and/or up to 6 months in jail.
I know people are rarely prosecuted for minor things like this, but hopefully they don't.

I'll update later on what happened!

I think Dad would have let her go, but mom put up a stink about how her son doesn't treat animals that way, and how I'm a liar, and I just want their dog.
She went on and on about how I was mistaken about what I saw (which I wasn't). When I explained that I was obligated by law to report it, and was hoping they would just hand over the dog so we could avoid all that, she kept saying it would be my word against his.
I did call and report it, and I also explained that I was concerned that she (the dog) may not be considered very adoptable due to her absolute terror, and if that was the case, I would be more than willing to keep her here, rather than have her euthanized.

Poor little girl was locked out in the "run". I didn't see her, I suspect she was hiding in her dog house, as I went by looking for her before I went and knocked on the door (just trying to make sure it was the right dog).

Maybe mom doesn't realize how her son treats her. All you can really do is report it, but expect people to be come defensive if confronted.
